How to read it

Your Level comes from your post. It replaced the pay band and grade pay of the 6th Pay Commission; the old grade pay is shown at the top of each column.
Your Cell moves down one row with each yearly increment, on 1 January or 1 July depending on when you joined or were promoted (Rules 9 and 10, CCS (Revised Pay) Rules, 2016).
Each cell is 3% more than the one above it, rounded to the nearest ₹100. This holds for every cell in the matrix.
A promotion or a financial upgradation moves you to a higher Level.

Level 13 changed in 2017

The matrix was first published with the pay rules on 25 July 2016. On 15 June 2017 the Government replaced it, with effect from 1 January 2016, to raise Level 13: it now runs from ₹1,23,100 to ₹2,15,900 in 20 cells, instead of starting at ₹1,18,500 (Amendment Rules, 2017). The other levels did not change.

What the 8th Pay Commission will do

Its terms of reference ask it to recommend changes in “emoluments including pay”. The last two commissions did that with new pay scales (2006) and a new pay matrix (2016). Until the 8th Pay Commission reports, and the Government decides, nobody knows the new cells. Multiplying today’s cells by a factor, as the table at the top of this page does, is only arithmetic. In 2016 the multiplied pay was then moved up to the next cell of the new matrix if there was no cell at exactly that figure.

Defence services

The armed forces have their own pay matrix, with some levels the civil matrix does not have (such as 10B and 12A), some different cells, and Military Service Pay on top. This page shows the civil matrix only.
